805719 - tpn crash/hang/whatevers suspiciously while the network is busted

These two failures happened very very suspiciously during episodes of the releng network being busted: tbpl would refresh and show 10 fresh reds from getting 500 errors from ftp.m.o, and not being able to resolve the host for where to stick Panda builds in private, and a tpn failure, claiming that it doesn't have any idea why the network would be affecting it, because it's tpn, it doesn't hit the network anymore.
