This is a super tiny nit, but I think it's a useful change. I've always found "Enter Search or Address" to be a slightly awkward phrase because "Search" and "Address" can both be interpreted as nouns or verbs. When "Search" follows the word "Enter", it feels like the two are both verbs, when in fact, we're intending to use "Search" as a noun. By changing to "Enter address or search", "Search" can be interpreted as a noun or verb, without making the phrase utterly confusing. While "Address" can be used as verb, it's less common, especially in the context of websites. Treating this string as a phrase instead of a title (i.e. removing capitalization of the other words in the string) also helps the user read it as a phrase, and not a list of verbs or nouns with parallel grammatical structure. OK, I'm done with my English lesson :p

Blocking-, it's a trivial string fix, but won't hold the release. Hopefully the launch languages will be phrased better.

When launching the browser, the URL bar says "Enter Search or Address" for about half a second and then the text chances case to "Enter search or address". The case change causes a brief flicker on screen.

The string should read "Search or enter address" in English. The goal is have the first word be "search" since many users are unaware that they can search from the URL bar. The Nightly version of desktop uses this string now as well.
