Mockup of tab tray
Users should be able to easily distinguish between normal and private tabs in the tab tray. A mockup is attached on how to do this. Some additional changes have been included here to maximize usable space and provide room for titling.
* Remove solid tab tray header - tabs should now scroll all the way to the top of the screen
* Remove divider lines
* Update active tab styling
* Provide titles for Tabs and Private tabs
* Place private tabs below normal tabs, and fade to a darker background colour to help visually reinforce the distinction
* Add a functioning tab menu - bug 806933
