Cost control: in data usage, currently you can activate or desactivate the alarm just tapping over the extremes of the alarm red line. This is a new feature not specified by IxD. To further clarify, the data limit alert should be only disactivated via the settings. BUT, if inactive, the limit alert can be activated and set by tapping on it.
Gaia Triage : First time users might not even know to click on the line; I wasn't aware I thought you had to go through the settings. Marking -.

The is a first time set-up flow for setting up the Cost Control App and Modules (in the WFs) that has not been implemented yet. But the hit area should for setting the limit i think should be the limit tab, line, and limit amount (or NOT SET if limit is off) highlighted on the left axis.
