Steps to reproduce:

Tools->Password Manager->Manage Stored Password is all blank. Also other data types (permissions, preferences, cookies). They are unavailable. If I store other data, password, etc.  they aren't saved or are invisible.

I think this should be fixed by Bug 807407 (Fix regressions from |Bug 723002 - Determine privacy status from provided nsILoadContext in ContentPrefService|)
