*****Observed with linux and win32 trunk build****

Clicking on Forward button or selecting menu from Message | Forward doesn't get 
the compose window.

Steps to reproduce:
1. Launch Mail.
2. Highlight a message, and click on Forward button or select menu Message | 
Forward or Forward as | inline, nothing happens. Forward inline compose window 
doesn't come up.
