Steps to reproduce:
1. Make sure you have few tags.
2. Ctr-D to open Bookmark page dialog.
3. Start interring a tag matching other tags.
Actual results:
Popping up list abstracts Done button below.
Walk around - Use Enter instead of the mouse.
Expected results:
I should be able to click on Done button

Another workaround: uncollapse the tag list by clicking the down arrow.
Maybe the more general problem is that the pop-up doesn’t close when you click elsewhere.

Whilst I sympathise that you can't get directly to the done/remove bookmark buttons whilst the pop-up is open, there's not much that we can do about this.
For example, if you had a really long list of tags that were being suggested, we'd need the buttons near the bottom of the screen, which would mean we'd have to extend the dialog & shrink it down again, which would be weird.
I think it is reasonable to finish selecting the tag or closing the focus of the pop-up before being able to click the buttons direct.
