Investigate having GetSupportedNames on nsIHTMLCollection always work with arrays of atoms

The stumbling blocks are form.elements (which could use atoms with a bit of work, I think) and HTMLPropertiesCollection (which might take a bit more work).

The main issue with HTMLPropertiesCollection is that it has a DOMStringList of the names. And DOMStringList stores actual strings, not atoms. We could change that, I guess. The only other consumer DOMStringList is nsDOMDataTransfer, and atomizing in there should not be too bad.
Peter, thoughts?
