As a user when the Cellular connection if off, I want to see "Turned Off" as a sub-heading below the Cellular & Data settings menu item, so that I may know this status without opening the setting detail.

Not 100% sure what info you need from me. I'm assuming it's whether we need this feature since we currently don't have a way to turn cellular off (besides removing the SIM, which is a different case). No, we don't need it.
