After meeting at workweek, the Region setting was determined to be an empty shell of a feature that is not supported at the platform-level and confusingly implemented in the UI.
The actions decided are:
* Push Region support to V2
* Remove "& Region" from the main menu label
* Remove "Region" selector

We're marking this bug with the C1 milestone since it follows the criteria of "unfinished feature work" (see https://etherpad.mozilla.org/b2g-convergence-schedule).
If this work is not finished by Nov19, this bug will need an exception and will be called out at the upcoming Exec Review.
Target Milestone: --- → B2G C1 (to 19nov)

Patch sent.
Notice that l10n key 'languageAndRegion' becomes unused now.
Please tell me if it also needs to be removed.
