This may be by design, meta viewport tags may be treated differently in the browser.

What's the reason of this. Most of the other mobile OS handle both the same. By making this choice, most of the websites look terribly small on devices like the Geeksphone's Peak, even if they are mobile optimised (with viewport & RWD).

I can no longer reproduce this with the given STR. Please re-open if there's another example of this problem.
