In the latest nightly, none of the ways to open a new window work: New Window from the File menu, dragging a tab outside the window, Move to New Window from the tab context menu, Open in New Window from the link context menu.
Seen on both OSX and Linux.

It turns out that this only happens with Personas enabled, at least on OSX
