We should provide a list of pages that do not have any tags.
Sheppy: Could you say more about what you would use this feature for, and what you would like the interface to look like?

Well, obviously the goal here is a to hunt down untagged pages and tag them. Perhaps what we really could use is a tagging dashboard, where we could do searches on tags (or "untagged") then do batch operations on the results.
For example:
* Search for all untagged pages. Then you could open those articles up, check them out, and add tags using the standard editor features.
* Search for all pages with a given tag that needs to be renamed. For example, let's say there's a tag "Foo_bar" and we want to standardize that to "Foo bar" (ie, removing the underscore). Searching on the "Foo_bar" tag, then choosing an option to delete that tag from all the resulting pages and then adding a new tag to them would be a nice feature for a tag dash.
* Search for all pages with one of our special tags, such as "Junk" and delete them, or whatever.
* Find all pages with a given tag and generate a PDF (or whatever) of their contents for offline use.

Good idea!

Yep. Let's use this bug to work on those features.

I am planning to open a separate bug for that.

Sounds a lot like the first feature. Let's do that as part of this bug.

Here's a first mockup for a tag dashboard; the design popped into my head in the shower this morning, and I jotted it down as soon as I could after. Notes about roughly how I see it working are included in the mockup.

If this bug is still a priority and nobody is working on this. Can I work on it?
We can have the list of pages on the right as selectable (refer to mockup by sheppy). So you could select multiple pages and have buttons for
1. Adding new tags to selected pages.
2. Removing a tag from selected pages.
3. Export the selected pages to pdf/epub (for offline usage)
Apart from this we will have the delete and rename button for the tags in the right column (as in the mockup)

This is definitely something that would be exceptionally helpful. It's not a priority for the staff development team, since they're focused elsewhere right now, so it'd be great to see someone take it on!
Those are some of the main things to do. We'd want a way to also match on "all pages with no tags at all".
