809589 - [Email] Can't scroll down to "Other Email" button in mail app "Add Account" screen, in landscape orientation

STR:
 1. Go to the Mail App's "Add account" screen.
(Details: If you don't have any mail accounts configured, just launch the mail app and it should go straight there.  Otherwise, you can get there by hitting the Mail app's menu in upper-left, then the gear in lower-left, and then hit the "Add Account" button)

 2. Hold the phone in Portrait orientation, if you aren't already. Notice the "Other Email" button.

 3. Now rotate the phone into Landscape orientation. Try to push "Other Email".

EXPECTED RESULTS: should be visible or at least reachable.

ACTUAL RESULTS: "Other Email" button is hidden off the bottom of the screen, and the screen doesn't scroll, so I can't reach it.

NOTE: You get the same buggy behavior if you just start out in landscape mode and stay that way the whole time, too.  I just included a Portrait --> Landscape switch in the STR so you could see the button that was missing, while you're in portrait mode.

Verified with Unagi, build 20121231070201
 User is unable to view a page in Landscape mode. "Add account" screen displays correctly in Portrait mode.
