use MailOfflineStateChanged() [commandglue.js] or remove it.

see MailOfflineStateChanged() in commandglue.js

it will get called when ever the offline state changes.
right now, it does nothing.  but I figured there would be some menu item or ui 
element (besides the offline status indicator) in the 3 pane or message window 
that would need to be updated when the offline state changed.

if not, we should remove:

mailOfflineObserver
AddMailOfflineObserver()
RemoveMailOfflineObserver()
MailOfflineStateChanged()
