Steps to reproduce:
1) Load https://marketplace.mozilla.org/developers/
2) Click "Publish your App"
3) You're taken to https://marketplace.mozilla.org/developers/docs/mkt_hosting
4) There is some text about "Submitting your app to the Firefox Marketplace has many advantages" which links to MDN (https://developer.mozilla.org/en-US/docs/Apps/Submitting_an_app) which in turn links back to the final location (https://marketplace.mozilla.org/developers/submit/app).
Expected results:
A very obvious and big button "Submit an App" takes you to app submission.
Actual results:
I read too much text, clicked too many pages, and gave up.
NOTE: I realize there is a small "Submit an App" link at the top of the header - http://cl.ly/image/2o1M1i0T1p3o/o - but if I'm reading content about publishing, then let's link to submission.

Assigning to bram to weigh in from a design perspective, CCing dbuc for product decision.
I share Chris' concerns. There are landing pages per section coming (bug 809640) that'll take care of being dropped straight into part of a section.
I suggested previously to add an actual submit button to the publish section's nav sidebar, but instead we placed a tiny link at the top.
There was also talk of adding another "Tab" next to design/build/publish that takes you to the developer dashboard (to manage or submit apps). We haven't proceeded with that either.

Another thing to consider is that the front page is gaining a big submission button soon.
So yeah, looking for some guidance. Thanks Bram :)

I was about to file this bug (thanks for filing it and reminding me!), because this was something that Maria and Maureen caught when I met with them last Tuesday.
My solution was going to involve putting “Submit an app” in three different places:
* On the auxiliary navigation area (top-right corner): we already do this today
* On the landing page of the “Publish” section (bug 809640): I haven’t done this bug yet
* On the sidebar of the “Publish” section, as a link that will open in a new window/tab: this is what the user expects when s/he opens the section, and is relatively easy to do

Thanks, Bram. The places where we have or will make a submit button soon should be enough to fix this.
