Steps to reproduce:
I tried to use the "list all tabs" button to access tabs from another computer. The button wasn't visible in the topbar, so I used right-click "Costumize..." to enable it, upon entering the edit-mode the button appeared in the topbar, as if it was enabled. When exiting the edit-mode, it disappeared again. Only when moving the "list all tabs" button to the left of the tabs, it would stick after leaving the edit-mode.
Actual results:
The "list all tabs" button is only visible to the right of the tabs while customizing the button layout. On the right of the tabs the button appears just fine while not editing.
Expected results:
The button should be visible to the right of tabs outside of the customizing mode.

Check that you're in a tab group by ctrl+shift+E

I am in a tab group, i have multiple of them. I just checked on another machine and it results to the same. I found the button to the left disabled, after seeing this page:

These people even thought, that the button was removed from Firefox, so obviously, there must be a malfunctioning of some kind?
