WHAT DID I DO: I was testing my game and accidentally hovered over a bookmark on the bookmarks bar, and I saw that the FPS count dropped to 30. I tried to open the Firefox main menu, search engine selection menu and address bar suggestions, and the same thing happened. This also happens when I hover over an icon in the Windows taskbar.
WHAT HAPPENED: FPS dropped to 30-40.
WHAT SHOULD HAVE HAPPENED: FPS stays at the previous level. While decreasing FPS for menus is somewhat ok, tooltips must be drawn entirely in background.
POSSIBLE CAUSE: Switching active window to the menu/tooltip.
ADDITIONAL INFORMATION: Aero is disabled.

I cannot reproduce this.

It appears that the bug occurs only when Aero is disabled. Try to disable Aero.
