Right now, no sdcard is present. We should provide an option such as --sdcard that creates a blank image for use by the tests. We can then use a manifest attribute to separate tests that require an sdcard to be present. Apps such as camera, gallery, music require an sdcard.

We have the correct logic in emulator.py; we just need to hook this up to runtests.py.
