Tab controls are completely missing in Mac Classic

Build: 2001051504, Mac OS 9.1
To reproduce:
* Switch to Mac Classic, if you are not using it already.
* Open a bookmark properties window, or the Certificates Manager.
* Look at the top of the window.
What you should see:
* A row of tabs.
What you actually see:
* Nothing.
This is different from the bug in Modern where tab panels weren't showing at
all; in this case, the panels are showing, but the tab controls themselves are
not.
