The work to round off bug 722850 conflicted with bug 782542, so since e10s on mozilla-central isn't being used, we can safely put off that final patch until the dust settles.

We do pass the real channel for network cookies.
For document.cookie we create a dummy channel.
I suspect after 7 years, we are happy with this code.
