Description

1. Turn off SSL2 and SSL3 via the Edit/Preferences/Privacy and Security/SSL tab
in the prefs dialog
2. Navigate to a https URL and you'll see an assert from the unknown
content decoder.

A meaningful error saying that SSL is disabled would be helpful.

Don't get the assert, but don't get a meaningful error msg either using
Linux Build ID 2001052908.
Propose:
Priority -> p3/p4
Severity -> minor/trivial
Target -> future.
Most people won't go and turn off SSL.
