81318 - Unable to create a New Folder on the filter window

**** observed with 2001-05-16 build ****
Steps to reproduce:
- select an account;
- go Edit|Message Filters;
- select a new filter( or Edit the existing one);
- fill out the Filter name ( or leave blank), criteria ( or leave blank);
- for moving messages select New folder;
- enter new folder name;
//note: OK button is greyed out, you can not create a new folder, only cancel 
the operation

some corrections: it is possible to create a new folder when Editing the 
existing filter, the bug applies to the New filter scenario only

I can create one with may16 commercial trunk build, win98.
New Filter dialog, modern skin (will double-check classic, too).
I think what you might've done, marina, is not specify a parent for the new
folder. Once you've typed a folder name and specified a parent, the OK button
enables and works (and folder is created).

Thanks.  By the way, I already wrote up a but some time ago about having the
selected account level appear as the parent default, but it didn't make the cut
for this release.
