Browser doesn't remember my preferences

Details
What's happening is launching of browser, composer, and mail opens up in a
minimized window state upper left in my browser.
Expected behavior: on launch of browser, mail or composer, it should default
launch in maximized windows state on very FIRST instance. In subsequent
sessions or with new windows it should open with the last state of the window,
i.e. if i began my session in maximize state, resized window, closed out
browser, next time i open up a browser it should open up in the exact same
location as my last resize. If I had it maximixed when I closed out my browser,
it should be maximized the next time I open up my browser.
The other choice, perhaps simpler, is that browser, mail, and composer always
starts the browser session in maximized window state.

Changed summary to capture bigger scope of the problem.
Other issues:
1) Bookmarks menu item in personal toolbar returns in the next browser session
after i removed item during a previous browser session. (browser session equals
starting up and then closing mozilla)
2) Sidebar in Mail returns in the next mail session after i removed item during
a previous browser session. Same when I remove the unread and the total columns.
3) and then of course the windows state doesn't get remembered as stated in the
original bug summary.
Summary: Components open in minimized window state → Browser doesn't remember my preferences

Using Win98 SE. Downloaded the very latest build and tested and it still does
this. It's been about two weeks since this is going on. Hoping everyone else
saw it and it would get fixed soon but wasn't happening.
I continue to see it after a full clean install (uninstall of apps via
add/remove control panel, delete Netscape 6 folder in programs, delete Mozilla
folder in /windows/application data/.)
