Using Build ID: 2001051504
Steps to reproduce problem:
1. Configure Navigator to start with a blank page
2. Open a new browser window
3. Hit ESC
Expected results: Nothing happens
Actual results: page proxy icon appears

Updated steps:
1. Set window pref for blank page
2. Open window. Notice page proxy icon is dim
3. Press Ctrl+L
4. Press ESC
Expected results: icon stays dim
Actual results: bold icon
