I first thought that GPS should be disabled when in airplane mode, but after discussing with fabrice of this about a month ago and checking with my Desire Z, it turns out GPS is NOT to be disabled in Air Plane mode. At least it's the behavior of Android 2.3.3 on my Desire Z.
Your Desire Z has A-GPS, as do most phones. A-GPS [1] requires a data connection to get a location, and should therefore be disabled in airplane mode. [1]: http://en.wikipedia.org/wiki/Assisted_GPS

And I can guarantee you that it was not with A-GPS. Especially, in AirPlane mode we should already have taken the RIL down, so A-GPS would not work, would it?
Standalone GPS will work fine without data. IMO, GPS could be disabled when airplane mode is enabled however if the user subsequently enables GPS while still in airplane mode then the UI should not block.
