This seems major to me because it probably isn't just PDF, it is all plugins.
Go to:
http://www.nasire.org/hotissues/justice/
Scroll down. click on:
Governance Models - Draft Report [158KB PDF]
The plugin loads, but the file doesn't come up.
It would appear that plugins do not work through https. I did not test helpers

Wait a sec, that's not an https:// url. In fact, it gives an "Acrobat Error".

If this is not a bug with https, please re-open and assign to me.

I blew it and this is a perfect site to test it.
Change the URL to:
https://www.nasire.org/hotissues/justice/
And it loads the same page secure and the PDF does come secure and doesn't load
