What does "controle" mean? Is that an English word (my guess is that's Portoguese)? What's the difference with a simple "pre-paid"?

the same string appears twice on costcontrol.properties:

 59 reset-tracking = Reset tracking
115 reset-tracking = Reset tracking
duplicate string was addressed on bug 818463


by the way: "controle" is how we (in Brazil) call this kind of operator subscription, similar to pre-paid, but where you pay a fixed value every month.
