I tried running this installer a bunch of times, and every time it installed what seemed to be an old 19.0 Nightly (not Birch) for me....

That is intentional. We aren't going to support the stub on branches other than m-c, m-a, m-b, and release.

I see. That's fine -- but why do we generate them then?

It was picked up by when m-c's confvars.sh was merged to the repo though they don't need to be built. It isn't a config option since adding new ones is frowned upon.
