Assuming we want panels in pb mode when they are opened in a pb-enabled window, then we will need to test that the panel doesn't leave pb mode when it is no longer active (ie in the background). We should test this checklist: https://support.mozilla.org/kb/private-browsing-browse-web-without-saving-info#w_what-does-private-browsing-not-save
We're planning on allowing a single panel to travel across windows regardless of it's private browsing state now, so this bug is no longer necessary.
