Attached file logcat output
Build: 2012-11-15 stable TD While trying to update the 2012-11-27, the "AUS:SVC Downloader:onProgress - progress: _____/50112236" messages stopped appearing half-way through the update. To try and resume the download I chose to check for updates from settings. I was immediately asked to *install* the update which didn't finish downloading yet. The phone then rebooted and no update was actually installed. Expected result: Checking for updates again should have resumed the update and not asked to install the incomplete update file. I reproduced this many times while trying to get the 2012-11-27 update. Logcat output attached.

Mass Modify: All un-milestoned, unresolved blocking-basecamp+ bugs are being moved into the C3 milestone. Note that the target milestone does not mean that these bugs can't be resolved prior to 12/10, rather C2 bugs should be prioritized ahead of C3 bugs.
Target Milestone: --- → B2G C3 (12dec-1jan)
Couldn't reproduce this. * Started a system update download * Change the wifi settings to make it stalled * Went back on the right wifi network * Force-checked for update The check for update status stayed on "Checking for updates...", but I didn't get any prompt asking to install the (incomplete) download. Is this still happening?

I'm a b2gtd and I'm already on the latest beta build so I can't test this until the next beta update. Can I flash to the previous beta build without losing all my apps/settings again? Where would I find it?

Flashing will cause you to lose your data.
FYI I tested this scenario pretty heavily with the patch from bug 814612 and it looked rock solid :)
This should have been fixed by bug 814612 (landed yesterday).
