[GPS] Sometimes, GPS is malfunction, and GPS indicator doesn't work properly.

When I try to use GPS, sometimes GPS doesn't work.

How to reproduce:
0. Restart the phone.
1. Go to Settings, enable GPS.
2. Open browser, goto http://m.here.net/, allow GPS.
3. Back to Settings, disable GPS.
4. Open browser, refresh http://m.here.net/.
5. Back to Settings, enable GPS again.
6. Open browser, refresh http://m.here.net/, allow GPS.
7. Repeat step 3 to 6, several times.
Expected results:
at step2, GPS work, with GPS indicator on status bar.
at step4, GPS not work, no GPS indicator.
at step6, GPS work, with GPS indicator on status bar.
Actual results:
at step2, GPS work, with GPS indicator on status bar.
at step4, GPS not work. But sometimes the indicator only grayed out, do not disappear.
at step6, GPS not work sometimes.

In location-requiring apps I use, I very often don't get the GPS indicator or a geolocation fix at all, no matter what I do, and even though I grant the Geolocation access when it asks for permission.
I think it worked after I had re-flashed my otoro freshly a week or two ago, but stopped working after OTA updates.
