8160 - While loading large file, window does not repaint

How to reproduce:

1. Open http://www.mozilla.org/mailnews/purify/
2. While loading (ie, transferring data from www.mozilla.org in status), resize
web browser to make it larger or select file menu, do something that would cause
the main window to repaint normally.
3. Note the main window does not repaint until the file is done downloading and
renders the document.

Rick,

I tried this and didn't see any big problem.  Is this a bug because
interruptible redraw is not fully implemented?  You make the call ... :-)

Not a big problem, just something that should be implemented sooner or later.

I'd call this a dup of 4957.  Something I know rickg and his team will be
working on.
