We want an lol parser to support l20n on elmo.

It'll need to create entities for public entities and their public attributes, as well as macros.
For the diff view, we want special casing in terms of a flag to not create public attribute entities, and the val value should return the complete entity source so that the diff of .val does something constructive.

The parser should be non-merging for now.
