We may have developers who are building apps which are super confidential or associated with a secret campaign. We want to allow them to request that their apps be reviewed by someone in mozilla (or someone under NDA) and not a contributor.

We can have a checbox in the submission flow which would put the app directly in the Escalation queue and is not available for anyone except for senior reviewers or admins.
My only fear with exposing something like this to everyone is that everyone will think they need or want it. How can we avoid that?

Have a separate URL for secret submission that we can link partners directly to?

And on a related note: should this be a security bug?
