Could you rig up a test to see whether the test fails if the timezone is set incorrectly? (like just set the timezone to something else in the database and run 'make test')

Yes! I changed the timezone and ran "make test". The test fails at "test_utc (socorro.unittest.external.postgresql.test_base.IntegrationTestBase)".
