I think the last migration had repo migration happen first, and then the db migration, which leads to confusing compare-locales numbers. Gandalf, is that how things went? Might be bad instructions from my side, too.

Looking at the pushes, I think I want to set the start date for this cycle to datetime.datetime(2012, 11, 19, 20)

Note, we're generating migration dates with datetime.strptime, prolly not timezone aware?
