The primary mozilla blog (https://blog.mozilla.org/) does not have an RSS link anywhere. According to craig cook the default theme does not include an RSS link and the decision to add this is left up to each blog.
I think it would benefit many users to add an rss link anywhere on the https://blog.mozilla.org/ page. It doesn't have to be prominent even a small link in the footer would work. Many people that use RSS feeds will search the page for "RSS" in order to get the correct link.

Any blog running the One Mozilla theme can add a feed link in their sidebar using the generic text widget. I'm not sure who is the primary "owner" of the main Mozilla blog but someone with admin access will have to add the widget.
I do like the idea of including an RSS link in the global footer that would be visible on all blogs. I'll do that in the next theme update.
Bulk move to Websites::blogs component, per bug 1353528
