Hover the mouse on the link and observe the indicated link. 3. Compare the result with NS4.x. It's a 4xp bug I think.

HTML Element component is deprecated, and should be removed from Bugzilla. Clayton is not the correct owner for these. Reassigning to layout.
IE does the same thing we do. I am not sure this is a real bug. I am trying to find some more offical information on base href.
Opera also does the same thing we do. Closing bug as INVALID.
