Steps to reproduce:
1. Open Fennec
2. Do some browsing 
3. Go to about:cache 
6. Tap Refresh 

Expected result:
Information about cache should be available

Actual result:
-After step 3 - At the first time accessing about:memory - the message "Information about the cache service - the cache is disabled" is displayed
-After step 4 - the information is displayed

I was discussing it with Kats on IRC and the final decision was to have a bug for it. 

For ARMv6 there was Bug 792147 - [ARMv6] Disable in-memory file cache
