Using 2001051404 build
I've noticed on some pages, instead of loading an HTML file, I get a 'save'
window. Trying to repeat the error, this seems to happen when loading the GIANT
ad on stories from www.news.com. "Downloading 1,2001,,.html"

the confidential flag needs to be removed if this bug is going to remain open.

Problem still exists. Using 6-28 smoketest build.

Seems to be fixed. Using 6/28 build and clicking on HTML mail from News.com
behaves as expected and initiates new browser window.
