On the "home" PC, social was enabled and being used. Somehow it got disabled - no idea how - it seems unlikely anyone would have confirmed the removal, but regardless, both social.active and social.enabled were false. However it happened, it's very difficult to re-activate - for most people, it will mean waiting until Facebook re-offers the feature (if it ever does - it may only do it once per user?) It should be possible for people to find the feature and turn it back on. (Obviously I fixed it via about:config...)
The new addon manager and discovery work makes this invalid.
