Add the required PSM2 files to the unix and windows embed package...
Patch Notes:
In addition to the pip*.dll and pip*.xpt we need the security.properties file as 
well - that file contains the text for the security warning messages when 
transitioning from secure->insecure insecure->secure etc.

r=adamlock assuming the packager won't complain if these files are absent such 
as when PSM hasn't been built.
If the psm files are missing the embed packager makefile just spits out warnings  
as shown below for each of the missing file and proceeds to build the Embed 
package.

Warnings which are generated during embed packaging when PSM2 files are missing:
Warning: package error or possible missing or unnecessary file: components\pipns
s.dll (basebrowser-win, 159).
Warning: package error or possible missing or unnecessary file: components\pipns
s.xpt (basebrowser-win, 160).
Warning: package error or possible missing or unnecessary file: chrome\pipnss.ja
r (basebrowser-win, 161).
Warning: package error or possible missing or unnecessary file: components\pippk
i.dll (basebrowser-win, 162).
Warning: package error or possible missing or unnecessary file: components\pippk
i.xpt (basebrowser-win, 163).
Warning: package error or possible missing or unnecessary file: chrome\pippki.ja
r (basebrowser-win, 164).

Note that gtkEmbed had some problems with PSM which is why it was taken out of
the manifest. See last bunch of comments in bug 82141.
this patch got checked in, linux part that is left is dup of 
http://bugzilla.mozilla.org/show_bug.cgi?id=83393
