We currently compile-in values for the minimum velocity and distance that a user's finger travels before the motion is considered a swipe gesture.

Instead, we should make these values configurable through a pref.

Tim, is your goal to move these settings up so *we* can experiment to find the correct values rather than to provide user-accessible controls?
That's definitely the immediate benefit.  Another benefit is allowing users to change these values if they choose.  Also, if it turns out that swiping doesn't work correctly on some machines, exposing these values will give users a potential workaround.
