Details

STR:

1. Disable passcode.
2. Lock phone, unlock, see no passcode required.
3. Enable passcode.
4. Lock phone, unlock, see no passcode required.
5. Reboot phone.
6. Unlock, see passcode required.

I would expect to enter my passcode in step 4 above.
Nevermind, it was the passcode timeout that was confusing me.
