I've seen a bunch of translations of keyboard key descriptions, notably, http://mxr.mozilla.org/l10n-mozilla-aurora/source/bn-BD/toolkit/chrome/global/keys.properties and the platform ones, http://mxr.mozilla.org/l10n-mozilla-aurora/find?text=&string=bn-BD%2Ft.*eys.properties®exp=1.
I quickly glanced at the internet, and only found bangla keyboard layouts with English key labels.
Are these localizations targeting a particular keyboard layout that slipped my query, or should they be reverted to English labels?

MAK, can you take a look at this?
Also, unlinking bug 949609, this is about desktop l10n, not fx os.

We have two different usergroups in Bangladesh.
People who used a computer or tablet or smartphone before always prefer the "English Labeled" Avro Phonetic Input Method, which essentially transliterates Latin text into Bengali.
People who never used such devices before are more likely to prefer the "Bangla Labeled" Probhat Layout.

Yes, and Firefox OS most probably is targeting these first time users of feature phone. So, the Bangla label is needed indeed.
pike keep it like that if that's Probhat layout.

Is this bug something that we still want to fix? Should key names stay in English or be translated?

IMO, key names should remain English. No need to be translated to transliterated.
Sorry for late response due to vacation.
I am agree with MAK, the key names should be in English as they are. No need to translate or transliterate them.

Thanks. It looks like there's agreement. Can you fix the translation in Pontoon? Let me know if you need any help.

We have one bn, but it doesn't look like this was fixed in the end?

Component: bn-BD / Bengali → bn / Bengali
Summary: [bn-BD] bangla keyboard review → [bn] bangla keyboard review
There is now a 'Jatiya' layout which is the officially certified Bangladesh national keyboard of sorts. It's basically approved bijay layout. You might want to add that.
