Facebook import failed
- The title "Import contacts" needs a capital letter for consistency with other titles.
- When Facebook import fails due to lack of internet connection, it's not pretty (see attached screenshot). We should produce a better error message with less geeky URL cruft.

Facebook contacts import is now not enabled if there is no data connection. Which is good. (I can't simulate a broken data connection to see if I can reproduce the error.)
The issue with the title text remains. The FTU app has inconsistent title capitalization somehow. Either this one is wrong, or some of the others are.
