82025 - Need onmenucomplete

There is a menu checkmark drawing problem (bug 78290, bug 73881).
It is suggested by waterson to create a new event 'onmenucomplete' so we can 
check menu safely after the menu is completed instead of doing it in 'oncreate'.
Not sure which component this should be, so set to RDF and assign to waterson.

Hyatt's fix for bug 71106 includes |popupshown| and |popuphidden| events that
are supported by nsMenuFrame.  I had thought this might take care of the
problem, but trying to use them as a "real" fix for bug 73881 doesn't seem to be
working.  Maybe I'm doing something wrong.
