I am not sure why, but I see this when I start the geolocation test application.  It might be the reason that this application doesn't actually startup geo?

Changing component to general.
From Gaia side, we probably don't care since this is a test app issue. So this bug is more for gecko to investigate if there is some gecko issue.

it sounds like this is a minus.

some apps want to know when the language changes.  to do this, apps are using the settings api/permission.  clearly not ideal.  but since this is a test application, it doesn't matter.
