1. Open two tabs
2. using two fingers click on both the tabs till the highlight color appears
3. release 
4. if you do not see the behavior in the screenshot retry 1-3
I suspect this is due to small vertical swipe movement that doesn't cancel the pressed state.

I would not relnote this. There is no workaround and no broken functionally results in this state. Getting out if the state is as simple as selecting one tab.
